DARJEELING,: Dajreeling MLA Neeraj Zimba has raised concerns over Darjeeling Hill University (DHU) being listed as a “defaulting institution” by the University Grants Commission (UGC). The issue stems from DHU’s failure to appoint an Ombudsperson, a requirement under the UGC Act 2023.

In a press release, Zimba stated that on July 2, the UGC updated its list of universities that have not appointed Ombudspersons. This list includes 44 universities nationwide with four from West Bengal, including DHU.

“It is with great concern and disappointment that we note that DHU is among the

Defaulting institutions in our state,” he said.

The BJP MLA maintained that the absence of an Ombudsperson in universities is a serious lapse that jeopardizes the welfare and future of students.

“Ombudspersons play a crucial role in addressing grievances, ensuring transparency and maintaining the integrity of academic processes,” Zimba said. “The delay or failure in appointing Ombudspersons can lead to unresolved issues, affecting the academic environment and the students' confidence in the university's administration.”

Zimba urged the state government to urgently address the issue and ensure that DHU and other defaulting universities in West Bengal comply with the UGC Act 2023. He also recommended that the state establish a mechanism for regular monitoring and review to prevent such lapses in the future.

“The state government should also establish a mechanism for regular monitoring and review to prevent such lapses in the future. Continuous oversight will help maintain high standards of governance and accountability in our educational institutions,” Zimba said, emphasizing the need for collaborative efforts between the state government and university administrations to resolve any challenges in complying with the UGC Act.
