GANGTOK,(IPR): The first day of second round of training for Counting
Supervisors, Counting Assistant and Micro-Observers of Gangtok district for
General Elections 2024 concludes here at conference hall of DAC Gangtok today.
The
training sessions had the presence of Sonam Wongyal Lepcha, District Planning
Officer Gangtok-cum- Nodal Officer for Training Management Team, Jigme Wangchuk
Bhutia State Level Master Trainer and Sunny Kharel State Level Master Trainer.
Sonam
Wongyal Lepcha, in his welcome address, gave detailed information on the
training and its content. He briefed about regulations for the counting
officials and norms prescribed by the Election Commission of India (ECI). He
also intimated the timing to the counting officials and vehicles arrangement
for the officials on the day of counting.
Jigme
Wangchuk Bhutia in his Powerpoint presentation apprised everyone about the
duties of staff on counting table. He touched the subject of
inspection/unsealing of Control Units (CUs) and special cases related to CUs.
On the
subject of VVPAT slips, he described the procedure of VVPAT slips, cases
related to VVPAT slips and the VVPAT Counting Booth. His presentation included
documentation part of counting day such as filling up of Form 17C- Part 2,
Annexure-A concerning VVPAT slips and noting of total number of votes was which
elucidated to the trainees through live demonstration. The subject concerning the role of Micro
Observers and Additional Micro Observers was also illustrated to the trainees
in a comprehensive manner.
Sunny
Kharel in his training discourse directed the officials to plan ahead before
arriving at counting hall due to factors
such as traffic congestion, frisking and breakfast. Keeping the tight schedule
in mind, he directed the officials to be punctual on the counting day and to
follow regulations provided by Election Commission of India (ECI).
Through a
power point presentation, he stressed on the importance of secrecy of votes and
maintenance of neutrality by counting officials on counting day. The layout of
EVM, Postal Ballot and ETBP counting table was presented to the trainees. The
procedure of scrutiny of postal ballots, rejection criteria of postal ballot
and tabulation format for Postal Ballot counting was also expounded at great
length with practical demonstration.
It is to
be noted that Kharel conducted an interactive session wherein he cleared doubts
presented by the officials.
A hands-on
training session for counting officials took place after the conclusion of
training sessions.
The day
saw 116 counting officials attend two training sessions.
